add augmented pdos to SupplyCapabilities

Description

decode the 3 augmented pdos and add to power.SupplyCapabilities(). These are:
standard power range programmable power supply
extended power range adjustable voltage supply
standard power range adjustable voltage supply

I'll need to update the Docs to go with this as the content in the tuples depends on what pdo it is.

While doing the Docs update, I've noticed the tuples returned could be more consistent in the order of data, but this does mean it'll be a minor breaking change to fix it. I would change the Battery tuple to return power before voltages and the Variable tuple the min voltage would come before the max as the rest are this way.

If this has a breaking change, shall we include it in v2.0.0?
