[apache-kafka] Update eol dates for 4.0.x and 3.9.x #9280

4.0.0 and 3.9.0 are EOL but there are bug fix releases. If a broader fix to the page to include EOLs of the bugfix releases is not going to happen, then we should just leave these are false until they are fully EOL.

@chenrui333 very clearly stated at https://kafka.apache.org/community/downloads/ that the following are still supported: 4.1.1, 4.1.0, 4.0.1, 3.9.1 |
