v1.46.0

Improves accuracy of several checks (aria-hidden on cover blocks, .ogg audio misflagged as video, heading order messaging, reading level grades) and fixes a handful of accessibility issues in the plugin's own admin interface. Also adds release tooling and expanded test coverage for scanner rules.
