Retargets dev release image publish from

Between this PR merging and the paired analytics-infrastructure PR merging, the
update_kubernetes_deploymentstep will fail (grep miss on the currentnewName: ghcr.io/...line). The image publish step succeeds. No cluster impact — dev pods keep running the last successfully deployed tag.
