This builds a minimal firmware and pushes the binary to the gh release alongside the other binaries. It does not push to r2 or have a manifest, purely a factory bin file for manual flashing that includes
esp32_improv(BLE)The version is always set to 25.0.0, and references the main manifest so it will always have an update available
