Prague updates

What was wrong?

We need to add some additional support for Prague-related fields.

How was it fixed?

• Properly json serialize auth lists via formatters, closes Investigate pydantic model parsing in the json Serde class #3650. This PR should wait until Add CamelModel pydantic model for use across libraries eth-utils#303 is merged to use the shared base pydantic model here instead.
• Add formatters for authorization list fields and block requests field in block headers

Todo:

• Clean up commit history
• Add or update documentation related to these changes
• Add good tests for 7702 tx sending
• As mentioned above, needs Add CamelModel pydantic model for use across libraries eth-utils#303
• Will need Main updates for Prague eth-tester#317 which is waiting on a py-evm Prague release
• Add entry to the release notes
