feat: add buildifier as starlark linter and formatter

make lint will check for linting errors. make fmt will format all the .star files. Using buildifier (The official bazel linter/formatter)

@skylenet could we have this uostreamed to kurtosis engine so that the formatter of kurtosis would show the recommended changes needing to be done, and the formatter wouldn't always fight with the built in formatter?
I think it would be better pr for that repo. And then once that's merged in, all the formatting changes can be applied to this and all other repos
