Description

Bumps the EEST version to the future expect release on 04/04/25 (Vyšehrad: v4.2.0).

This will include additional hive logging for consume: feat(consume): enable logging, propagate logs to hive results ethereum/execution-spec-tests#1361
- Requires the new release to be published.

Primarily adds two additional simulators to the hive suite for Pectra.

ethereum/engine - engine api scenarios, https://github.com/ethereum/hive/tree/master/simulators/ethereum/engine
- Requires Prague simulator changes (WIP): add prague support with eip-7691 config felix314159/hive#1
ethereum/execute - for transaction tests, includes new invalid transaction tests for 7702
- Requires (needs re-review): simulators/ethereum: add eest/execute simulator ethereum/hive#1248
