Introduce test version of golang CVE-check. Intention is to add list of known CVE's to each published release. We do not want to fail pipeline because of the check, just inform users. Ideally we want to introduce automatic go version update hook for code within repository

My small proposition of CI/CD improvement
Related to: #4549
CI passing with additional artifacts being created:
.github/workflows/ci.yml
I can not properly test Publish.yml and update-release-info-with-cve-report.yml
Can you clarify all steps that you do to produce new release?
If you will be able to do it I will update files.
Last commit is for tests only. I will revert it and load again to test CI runners if some message in thread will help me to clarify release steps.
