Temporarily cap the
jaxandjaxlibversions to be <0.10 since those releases deprecated C++ pmap infrastructure that is currently used innumpyro. See pyro-ppl/numpyro#2173.Once pyro-ppl/numpyro#2173 is merged we should update
numpyroand remove thisjaxversion upper bound.
