Update README: add compiler requirements and modernize outdated content#153

Document minimum compiler versions (gcc >= 7 / clang >= 9 recommended) needed for -fopenmp-simd support. Update manylinux1 references to manylinux2014, Python 3.6 venv to python3, BLIS config registry link to 0.7.0, and note that wheels are available for ARM64 and Windows.
