Adds Open Investigator to the Evidence collection section as a free/open-source incident-response evidence collection tool.
Open Investigator is an Apache-2.0 local AI incident-response CLI for Linux and Windows host triage. It keeps a read-only boundary and records evidence JSONL, command logs, and Markdown reports without remediation authority.
Disclosure: I maintain/work on Open Investigator via Arvanta Cyber. I kept this PR to one README entry and followed the contribution guidance for a single suggestion.
