Pre-submission checklist

Summary

• Preserve the standard UDF ANY match encoding of 0/0 by default.
• Use 0xffff/0xffff for Tomahawk Ultra 1 through an HwAsic property.
• Keep SaiUdfManager free of ASIC-type checks.
