Adds .claude/skills/add-config-cli-oss/SKILL.md, a Claude Code skill that walks through implementing a new `fboss2-dev config <area> <attr> <value>` command family: mapping CLI names to SwitchConfig Thrift fields, determining the ConfigActionLevel from the agent code paths, the handler/Traits/addCliArg structure, the files to touch across the build systems, unit + integration testing on a device, and the pitfalls observed while implementing the existing config commands.
