[Nexthop] Add dpm1 support for Nexthop-m4062

Summary

Currently 4062's platform_manager only lists 2 DPMs, but platform actually has 3 DPMs. PR adds missing DPM.

Test Plan

Built and ran image on switch, checked that /run/devmap/DPM/DPM_1/ existed, and was filled with reasonable files. Added entry to BSP_tests file to test dpm identically to other two in system. Also ran sensor_service_client and ensured that DPM_1's entry was populated and had same values as DPM_2.
