Per pythia checkpoint facebookincubator#17 #2 + theologian 10:38:59Z direction. Encodes testkeeper 10:00:43Z chat commitment ("counterfactual revert-only-794d8270 ABBA as B5 first sub-step") as artifact. Why now (not deferred to B5 pickup): pythia facebookincubator#17 directly flagged this chat commitment as recursive-policy-collapse repeat (3/3 prior chat-only deferrals required elevation in this work-cycle). Theologian's call: option 1 (encode now), bundle is already pushed (10:15:52Z), forward commits aren't sweep-expansion. Sub-step content: - Counterfactual: HEAD vs HEAD-with-794d8270-reverted-only ABBA - Threshold: Δ ≥ 4 ms (≥ 20% of original 21 ms) attribution holds; < 4 ms attribution wrong, investigate other commits before A/B/C - Placed FIRST in B5 sequence (before optimization implementation) so attribution is verified before mechanism-specific fix scoped Mitigation: minimal scope (5-line addition under existing B5 entry); no broader policy reframing; not encoding the other 2 chat-only pythia-facebookincubator#16 commitments (those are supervisor-scope per theologian). Criterion (l): git diff --staged --stat = 1 file 6 ins / 0 del, only triage_plan_failing_tests.md staged.
