refactor(cli): Update test import paths

Update import paths in CLI tests to use the new monorepo
package structure after refactoring.

These changes update imports from relative paths to the new
@fiberplane/mcp-gateway-* package names, maintaining test
functionality while aligning with the monorepo structure.

Note: This is a separate refactoring concern from the
optimization feature implementation.
