[Fil 1343] upgrader script

[RafalMagrys]

• Added artefact saving per upgrade, with a history of the old deployment code.
• The upgrade script verifies whether a contract with the latest code has already been deployed. - and - throws An error.
• Updates the latest deployment JSON file with the new implementation (it's easier to check the latest.json file for changes).
