First focused review slice for the umbrella at paradigmxyz#26410. Adds bounded candidate tracking and a per-peer FIFO announcement index with amortized tombstone cleanup and prospective size packing. Runtime behavior remains unchanged because it is not wired into
TransactionsManager; 11 focused tests, the 194-test network library suite, nightly formatting, and all-feature clippy pass.
