LGTM — the modular split, make help, DISABLE_SUPRASEAL, and the dev docs are all solid improvements.
Will open a separate PR for updated system prerequisites / dependency requirements once we've nailed down exactly what's needed after v1.27.2 (GCC 13, CUDA versions, python3-venv, etc.).
