Pull request overview
Adds a repository-wide CODEOWNERS configuration so that changes automatically request reviews from the specified owners, aligning ownership with the referenced FOC Engineering Workstreams proposal.
Changes:
- Introduces
.github/CODEOWNERSwith a default rule applying to all files. - Documents the source proposal via inline comments.
