@rjan90 @TippyFlitsUK: FYI that you are being made a CODEOWNER in this PR.

Note on CI: the failing check here is pre-existing and unrelated to this change. This PR only adds a .github/CODEOWNERS file, which cannot affect building, testing, linting, or link-checking. Specifically, the linkChecker (lychee) job fails on dead external links in unrelated pages.
