This aligns the repo rules and commands with modern Cursor best practices by requiring structured plans for non-trivial tasks and ensuring pre-commit checks run before PR creation.
Updates the main agent rules, the /pr command, and the PR skill to ensure agents always ask for permission before pushing or force-pushing to the remote repository.
