New community release of ancient cernlib with modern build tools and many other functional updates.
Originally, I was building this with shared libraries, but many had unresolved symbols because they were lacking -lFOO equivalents. So I switched to static libraries. Kept the patch around since it's partially solved.
I've copied some of the SplitOffs from cernlib2006, but did not do all of them (at this time). The original had some more, and can try adding them here as well with guidance as to which files belong where.
