This PR adjust the logic for removing wall nodes, removing layers, and remeshing the wall.
The keyword MINIMUM_LAYER_MASS_FRACTION(:) is added to SURF. This layer dependent variable defines the remaining mass fraction where a layer is removed.
The variable I_GRAD is added to SURF so we only need to set this once.
