This PR adds
DECIMAL_SPECIFIERas a means of making FDS csv files Euro-friendly. It also removes double quotes from some file headers. These were being added inconsistently, and some Matlab scripts had to explicitly parse the quotes. As we move to python, we should make headers consistent, with no added quotes.
