• 分報のページ（ /users/:user_id/micro_reports ）を開いた場合、独自の layout ファイルが適用されるようにした
• layout ファイルは分報ページのみ使用する

分報用layout空ファイルを作成し、contollerにて分報ページに適応させました！
現状は以下のように表示されております！layoutページには一応 =yieldのみ追加している状態です。
分報に関するsystemテストがいくつか落ちていますが、デザインを当てていただいてから修正いたします。
