Problem: when there is a new tag, the autom4te.cache directory must be manually removed for it to be picked up by configure. Add the autoreconf --force flag where it is called from autogen.sh. Also, instead of echoing each command, just set -v in the shebang.
Problem: flux-foundry is spilt off from flux-core, so will conflict with versions that predate the split. Add appropriate package metadata per https://www.debian.org/doc/debian-policy/ch-relationships.html#syntax-of-relationship-fields Fixes flux-framework#5
