Comment out the baselines workflow as many baselines are not being actively maintained and we don't want to block PRs that touch multiple baselines.

Disables the “Baselines” GitHub Actions workflow to stop baseline-related CI from blocking PRs while baseline maintenance strategy is revisited.
Changes:
- Commented out the entire
.github/workflows/baselines.ymlworkflow definition. - Added a top-of-file comment explaining why the workflow is disabled and that it will be revisited.
