This is only front facing for now, nothing is connected to any action for now
- two lock properties are added to the appwindow - a `set_pen_style_with_lock` method is added taking care of preventing pen style change on a locked pen mode from the penpicker toolbar

This is a #1119 being redone from scratch (a rebase is a little difficult given the time and I want to redo some parts over).
Fixes #1104
I've changed the UI with a separator and a deadzone around the switch (so that nothing happens if a missclick happens rather than activating the combo row situated to the left)
