Adds `Value.of_string` and `Num.of_string` to retrieve values from serialized models and adds test for scfg model parsing.

I implemented the
Scfgpart, I left theJsonandSmtlibimplementations empty as I'm not familiar with them.The parsing of values is incomplete but this should probably be exposed somewhere else, see https://github.com/formalsec/smtml/pull/254/files#diff-859d05008dc2b0387d30b1e3555cc5671f8e8a974ccbfc6563bc4a4d8f0b2a95R108-R117 ; right?
