• Update CASM of predeployed STRK and ETH contracts (from https://github.com/starknet-io/starkgate-contracts) to v3.0.0
• Add developer guide about updating the artifacts

note: Potentially we could also validate predeployed contract's artifacts (stored in our codebase) in CI. The benefit from that is we'll be 100% sure that they include necessary debug info etc and they match desired version of contracts (e.g. v3.0.0 for starkgate contracts). It's not super necessary though. Thoughts?
