Support PHP 8.0

Description

This PR will lower the required version to include PHP 8.0.

Motivation and context

Package does not install on a Laravel 9 install with PHP 8.0 due to composer restraints. see:

How has this been tested?

Include PHP 8.0 in the existing GitHub action.
