cl_bob_quake enables the vanilla value clamping. cl_bob_air prevents the ground check added in QuakeWorld.

I also fixed the speed calculation, so vertical speed is no longer taken into account. It wasn't really noticeable, since bobbing didn't occur in the air.

Resolves #315.

Oh, I just realized bypassing the ground check affects cl_bobmodel as well. That may not be desirable.
