(this was cherry-picked from a fork on codeberg; i have never cherry-picked a commit before, so i apologize that it's a little weird)
previously, disabling MVD_RECORDING in the config file would break things due to an attempt to log it's enablement defining
net_enable_qtvasexternwhile not knowing whether it will be compiled or not due to the ifdef not being there. so the ifdef is there now, and now it works! yay!
