Rerouting link from cited to acknowledgements (#4101)

* Rerouting link from cited to acknowledgements

The passage "cite us" currently links to citations and does not give info on how to actually cite Galaxy. I suggest linking to our acknowledgements instead.

* Update citation text and link in main2.md

* Fix citation link path in main2.md

* Fix capitalization in citation text

* Update about-usegalaxy-eu.md with citation info

Changed link to storage and added part on citation as requested by @wm75

* Update content/eu/main2.md

Pluralize the header and adjust the CTA text in content/eu/main2.md:
- 'Citation' becomes 'Citations'
- 'Learn how to cite' becomes 'View publications'
