Refactor CollectionDescription component props to use HDCASummary

This is a small refactoring extracted from #20332
While exploring ways of displaying additional information for collections, I saw that this could be slightly improved to reduce boilerplate when passing props.

While at it, I also adapted the component tests to TypeScript.

How to test the changes?

• I've included appropriate automated tests.
• This is a refactoring of components with existing test coverage.
• Instructions for manual testing are as follows:
  1. [add testing steps and prerequisites here if you didn't write automated tests covering all your changes]
