The default behavior:
If an app is not in the foreground then activating it brings it to
the fore. Activating it again sends it to the background.
This change introduces a preference menu item that keeps the above
default behavior and allows repeated activations to keep the application
in the foreground.
The alternate behavior is the default of some other, similar apps, like
the obsolete 'Apptivate'.
