Handling of sentinel (-999) z1pt0 and z2pt5 was added post-3.23.0, but we backported the USA adjustment unit tests to 3.23.0 which consider this additional site in the simple context maker used in these tests.
This PR pushed to the 3.23 branch removes this site and updates the expected results accordingly.
