Add persistent per-job BED3/Wiggle annotation track storage and API endpoints for dotplot jobs. Relax optional job file fields so align submissions are not rejected before domain validation.

Adds persistent BED3/Wiggle annotation track storage and dotplot API endpoints. Also relaxes optional job file fields so align submissions are not rejected with Pydantic 422 before domain
validation.
