Installer version 2 for PyLith v1.9.0

This utility is used to build PyLith v1.9.0 and its dependencies from source code on UN*X operating systems. Instructions are included in the INSTALL file in the tarball. The installer will download all necessary files for the dependencies and PyLith code; there is no need to download any of the tarballs other than the installer distribution.
