Adds support for WCS DescribeCoverage, for WCS 1.0.0 and 1.1.0. Includes tests to verify proper functioning.
Depends on WCS DescribeCoverage support for OpenLayers. Applying WCSCapabilitiesReader patch first will greatly simplify this one.
