Add admin password reset action in user menu

[Copilot]

Adds an admin-only action to reset user passwords directly in the UI, accessible from user profile pages.

Changes

New Components

• AdminPasswordResetRequest - Form request with grant_access authorization and password validation (8-60 chars, confirmed)
• resources/views/users/reset-password.blade.php - Password reset form

Routes (protected by can:grant_access middleware)

• GET /users/{id}/reset-password - Show password reset form
• POST /users/{id}/reset-password - Process password reset

Controller Methods (UsersController)

• showResetPassword() - Renders form
• resetPassword() - Hashes password via Hash::make(), logs activity using Action::PASSWORD_RESET

UI Updates

• users/show.blade.php - Added "Reset User Password" button (admin-only via @can('grant_access'))
• users/single.blade.php - Added password reset icon with same permission check

Existing "Reset Password" link for users viewing their own profile remains unchanged.
