This PR bumps the ROCm support from 4.5+ to
6.0.2+, which is released in Jan 31st 2024.6.2.0+, which is released in Aug 2, 2024.
for example,
__hip_bfloat16_rawis supported after ROCm 6.2 from https://rocm.docs.amd.com/projects/HIPIFY/en/amd-staging/reference/tables/CUDA_Device_API_supported_by_HIP.htmlIt allows us less effort on 16bit operation and driver maintenance.
