On Windows `git lfs smudge` was not working as expected.
This reverts commit fd77f1a.

This will be `importe`d by the `semmle-code` `.bazelrc` file.
This makes the `.bazelrc` files be near each other in the directory listing.
Bazel: move patching of `rules_kotlin` to a registry override
`file://%workspace%` works on POSIX systems, but not on Windows. `file:///` works on both.
This makes calling specific targets in `java/kotlin-extractor` not depend on `@kotlin_extractor_defaults`, avoiding its overhead.
This is to check that the build from `codeql` works. The "official" build will still be checked from the internal repo with QLucie, once we integrate the bazel build there.
