Is there a format specified for the publicKey? Hex? What about the curve chosen?

Apologies, just seeing this now.
Good point, and we will clarify in the official OpenRPC spec. base64 seems adequate and was used in our reference wallet. See key creation here: https://github.com/hyperledger-labs/splice-wallet-kernel/blob/b51d722dc675a861375bd19ef37243e4dfeade34/core/signing-lib/src/index.ts#L73
