This PR updates the autogenerated config.yml and build.json from the latest version of the globality-build repo. Please Refer to DEVOPS-3866 for ticket information.

The scope of the change to the globality-build repo only covers the addition of the new Circle CI context, Python-Common to projects that have type python-library. However, it seems the config.yaml file for this repo has not been generated for some time, Hence special considerations should be given to this file when reviewing this PR
