feat: Re-resolve FQDN persistent peers on redial

Summary:

• Preserve original hostname on NetAddress and add hostname-based IP resolution.
• Re-resolve hostnames before each dial so persistent peers can pick up IP changes.
• Log when a persistent peer’s resolved IP changes to aid debugging.
