chore(gnoweb): In the Source view toc, add LICENSE

The list of package files includes LICENSE, but it is not shown in the the table of contents of the gnoweb help Source screen.

• In SourceTocData, add LicenseFile (similar to ReadmeFile )
• In toc.html, show the LicenseFile if available
• (Currently, there is no test for the table of contents, so there was no place for me to test for LICENSE)
