Added pull request only feature

1. Solve a bug in basic workflow when pkg_link is not overwritten and left to default value it returns error
2. Added confirm_and_push parameter when set to false it can be used with other actions to create pull request as in pr-only.yml example

1. Added html parameter to return badge as html text instead of markdown
2. Added newline parameter that also solves an issue in a specific case of table markdown where the updated badge creates new row
